4-year-old boy dies in accidental shooting, stepfather charged

HAMPTON, Va. (7-2-15)  (WAVY) – A shooting in Hampton Thursday night that took the life of a 4-year-old boy has been ruled accidental by investigators.

According to a news release from Hampton Police, 4-year-old Chris L. Palmer got hold of a loaded gun inside a home on Chamberlain Avenue around 9:30 p.m. and accidentally shot himself. Police say the gun was in a bedroom.

“I was taking out the trash and I heard something. I heard screaming and banging and I just ran in the house and locked the doors.” Neighbor Diamond Johnson said.

Witness said the stepfather ran out of the house and immediately started yelling for help.

“I heard someone calling for help. ” Neighbor Alizia Babillo said. “That’s when it was realized something serious.”

Medics took the child to a local hospital where he was pronounced deceased.

“When she told me that he shot himself, I just broke down in tears. I just fell to the ground.” Cousin Quinyana Williams said. “I am in shock, I’m sad, I’m confused.”

Investigators say two adults were inside the home with the boy when the shooting happened. Police charged the boys stepfather, 26-year-old Lashawn D. Stephenson of Hampton with felony child neglect.

Lashawn was taken to the Hampton City Jail. He has since bonded out.

Child neglect charges dropped against man in Hopewell child shooting case

HOPEWELL — (7-22-15)  Felony child neglect charges were withdrawn Wednesday against the former boyfriend of a Hopewell woman whose toddler found her loaded gun in her purse and fired it, accidentally striking and wounding his twin brother.
In asking the court to withdraw the charges, Hopewell Deputy Commonwealth’s Attorney Elbert Mumphrey said the mother, Reashonda Jones, who also is charged, told police she had purchased a small-caliber handgun for protection and her boyfriend, Lewis Jones, was unaware she possessed it.
She further advised she had placed the loaded gun in her purse and placed the purse on the floor of a closet inside her apartment in the 200 block of South Eighth Street in the Thomas Rolfe Court housing complex, Mumphrey said.
Reashonda Jones told police that after she had briefly stepped outside on the morning of June 9, 2014, one of her 3-year-old twin boys discovered the gun and at some point it discharged, striking the other child in the buttocks, Mumphrey told the court.

The toddler who fired the pistol suffered an injury to his finger, apparently from a bullet grazing his finger or from his finger getting caught in the slide of the pistol, police said.
Hopewell authorities received a call at 10:19 a.m. that three shots had been fired in an apparent drive-by shooting and a 3-year-old boy had been hit at the house complex’s playground.
But investigators couldn’t find any neighbors who heard the gunfire outside, and the children’s mother lied to police about the circumstances. “It actually happened inside the apartment,” Mumphrey said.
After the shooting, Lewis Jones, who Mumphrey said wasn’t present at the time of the shooting, took the wounded boy to another residence, and then to the hospital, before police arrived.
Officers caught up with Lewis Jones at the hospital, and he falsely identified himself to police, Assistant Commonwealth’s Attorney Geneva Gnam told the court. Investigators then obtained search warrants for Reashonda Jones’ apartment and the car her boyfriend drove to the hospital.
Investigators found marijuana and several other drugs, including hydrocodone, a semi-synthetic opiate, and Ethylone, a recreational designer drug, Gnam said.
Lewis Jones pleaded guilty Wednesday to providing false identification to police, felony possession of Ethylone and misdemeanor possession of marijuana and hydrocodone.
Hopewell Circuit Court Judge Nathan Lee convicted Lewis Jones and sentenced him to five years in prison with four years and nine months suspended on the felony drug count, and to 12 months each on the three misdemeanor offenses, with all time suspended.
Because Jones had already been incarcerated for about nine months, the judge gave him credit for time served and he was released.
Reashonda Jones, who also is charged with two counts of felony child neglect, four drug offenses, filing a false report to police and possession of a firearm by a convicted felon, is still awaiting trial.
Gnam said the child who was shot has recovered from his wounds and suffers no permanent injury.
